Dr. Şuayip Birinci, T.R. Deputy Minister of Health said that knowledge and strong technological service infrastructures that consist with the development of technology, has developed a service concept that values individuals. He emphasized that while the increase in population points at the diversification of needs and the logarithmic growth, at the same time sets fast change dynamics in motion. “As human beings grow, their needs are increasing concordantly a rapid development is experienced. When the industrial revolution began, the world population was only 1 billion. In 200 years, the world population has risen to over 7 billion with a very rapid increase. While the increase in population points at the diversification of needs and the logarithmic growth at the same time sets fast change dynamics in motion.”

Birinci noted that Turkey’s one of the main tools in the health transformation is health informatics. “The Republic of Turkey that is shown as a model by the World Health Organization with its health policies, is the only country that performs high patient satisfaction with the least cost. In recent years, our country has introduced many domestic and national solutions to health informatics to the health sector and its citizens. Today about 9 million people use Turkish National Personal Health Record System: E-Pulse that is developed entirely by local means. We have presented the world’s most powerful teleradiology network to our doctors in our country. In addition to this, we have been able to manage health services directly with health informatics through decision support systems, spatial business intelligence, advanced integrated applications between institutions. As the Ministry of Health, we aim to create digital infrastructure in all of our hospitals and to provide fast and high quality health services to our citizens. In this context, managing and finalizing digitalization processes ideally is directly proportionate to the quality of life of our citizens,” said.

Birinci expressed that with studies and services in the last 15 years, Turkey is one of the world’s major players. “We are in a compelling position in the world with our successes in the areas such as the accessibility of health, the creation of qualified human resources, the adaptation of health technology to diagnosis and treatment processes, health tourism, migrant and refugee health,” said he. Emphasizing the ‘qualified health professional’ as the most important element of health, Birinci drew attention to developments about health by numbers: we got up the number of our 45 thousand specialist physicians in 2002 to over 80 thousand in 2017 and also got up the number of our about 72 thousand nurses to about 170 thousand. In 2002, while the total health personnel was approximately 370 thousand, in 2017 with around 920 thousand health personnel we perform all health operations of our country continually. We become to provide health service in more modern environments to our citizens by reducing the average age of our hospital to 13 that was 48 years, 16 years ago and by increasing the number of the hospital from 1156 to 1518. Today, we have an organizational capacity that can be shown as a model for emergency services even in developed countries of the world. Today Turkey carries out emergency with 6 thousand ground ambulances, 17 helicopter ambulances, 4 aircraft ambulances, 6 sea ambulances, 60 motorcycle ambulances, and 91 intensive care – obesity ambulances. At this point, The Republic of Turkey has the privilege to provide health services to all citizens no matter where they are.”
