Assoc. Prof. Dr. Rabia Sucu is the President of HTAi (Health Technology Assessment International) for the 2023-2025 term. She also serves as the Senior Principal Technical Advisor for Health Policy and Financing at MSH (Management Sciences for Health), a global NGO headquartered in the United States, and leads the Health Technology Assessment (HTA) and Market Access Cluster within the Health Economics and Financing Practice at GHSI (Global Health Systems and Innovation). In this role, she leads a team focusing on establishing evidence-based health policies, developing insurance packages, and creating pricing and reimbursement programs in low- and middle-income countries.
Before joining the MSH Health Economics team, Dr. Sucu worked as the Senior Technical Advisor for Pharmaceutical Policy and Management for USAID's SAFEMed initiative in Ukraine. In this role, she led efforts to institutionalize HTA in Ukraine and improved policies around prioritization, pharmaceutical pricing, and reimbursement strategies. She is currently leading the establishment of an independent HTA body in Ukraine.
Prior to joining MSH, Dr. Sucu served as the Head of the Health Technology Assessment, Real-World Data, and Innovation Center at Ankara Numune Hospital and worked as a family medicine trainer. She held various positions in the Turkish Ministry of Health, contributing to HTA, clinical guidelines, and clinical quality, and represented the Ministry for many years on the Social Security Institution's pharmaceutical reimbursement committee.
Dr. Sucu is a medical doctor specializing in family medicine and holds a Master’s degree in HTA and an Associate degree in Health Management. She has authored over 150 peer-reviewed journal articles and eight books and has delivered more than 400 scientific presentations at international conferences on HTA and beyond. With over 20 years of experience, she is an expert in integrating HTA into healthcare reform efforts in low- and middle-income countries. Dr. Sucu is also a member of the WHO Technical Advisory Group on Pricing Policies for Medicines.
